Erstmals während eines noch laufenden Krieges wurden im Zweiten Weltkrieg in deutschen Städten Denkmäler aufgestellt, die an die gefallenen Soldaten erinnern und den Zivilisten in der Heimat ein Mahnmal sein sollten. Auch in Hannover errichtete man 1943 ein solches Denkmal in Form einer großen hölzernen Rune vor dem Neuen Rathaus.
