Fascinating read that explores a complex topic and a complex region from many angels, but always with one foot (paddle) in the Mississippi River. This should be required reading for every New Orleans mayor (not to mention every employee of Corp Of Eng).

Could not get over the way it rained. No SUVs. Good people and wicked. I've been on the level. Can't imagine people being made to live on it. Must read!

As Washington editor of Dunn's Review, he covered national politics, and he has also written for The New York Times Magazine, Esquire, Newsweek, The Washington Post, and Sports Illustrated.
