The Saigon Tangent During the Vietnam War, Special Forces units operating under the Central Intelligence Agency’s Phoenix Project conducted covert operations, which ranged from rescuing POWs to assassinating communist officials. During a rescue mission, one member was captured and tortured by a renegade KGB agent for information. When this member was rescued, it was believed that the Russian was killed. Nearly twenty years later, there is a rash of grisly homicides that have the NYPD dumbfounded.
