Richard E. Bissell, research associate at the Foreign Policy Research Institute, Philadelphia, and managing editor of ORBIS, received his doctorate from the Fletcher School of Law and Diplomacy. Dr. Bissell worked extensively on the material for this book during a two-year postdoctoral appointment at the Center of International Studies, Princeton University.
