This open access book addresses the current technical problems of low efficiency of emergency site information collection, lack of flexibility of emergency information interaction, lack of fusion analysis technology and disaster loss prediction model, and low intelligence of emergency auxiliary decision making. The content contains research on multiple information collection technology of power grid disaster loss, fusion analysis and prediction technology of power grid disaster loss information, and real-time information interaction technology between emergency site and command center in this work.

This book illustrates the process of developing a prototype system for grid disaster perception and emergency command, which realizes the functions of grid disaster perception and emergency auxiliary decision-making and visualization command. The prototype intelligent perception and emergency command system for power grid disasters has been piloted in several units. It provided support for disaster loss prediction, disaster damage perception, and emergency command auxiliary decision-making in the earthquake in Sichuan, China, as well as the heavy rainfall in Zhejiang, China and Typhoon No. 9 "Lupi" that registered in Fujian, China, which significantly improved the emergency disposal Work efficiency.

Dr. Zhen Yu, senior engineer, and director with the Institute of Grid Digitalization Technology at State Grid Smart Grid Research Institute CO., LTD. He received the Ph.D. degree in power emergency from China Institute of Electrical Science, Beijing, China in 2009. Dr Yu has authored one monograph, over 20 high-quality articles in prestigious peer-reviewed journals, and 7 invention patents. He has led more than 10 high-impact science and technology projects, and won 6 provincial awards. Dr. Yu served as a technical advisory expert with the International Electrical Commission (IEC SEG1) group. He also served as a secretary with the national energy administration (NEA/TC25) group. His current research interests include power grid emergency management, emergency prototype system development, and emergency auxiliary decision-making.

Dr. Jie Feng, senior engineer, and department head with the Institute of Grid Digitalization Technology at State Grid Smart Grid Research Institute CO., LTD. He received the Ph.D. degree in power emergency from China University of Geosciences, Beijing, China in 2013. Dr. Feng has authored one monograph, over 10 high-quality articles in prestigious peer-reviewed journals, and 20 industry standards within the power grid system. He has led several high-impact science and technology projects, and won three provincial awards. He also served as a secretary with the national energy administration (NEA/TC25) group. His current research interests include power grid emergency management, disaster intelligent perception, and emergency prototype system development.

Dr. Shiyang Tang is a senior engineer in the lnstitute of Grid Digitalization Technology at State Grid Smart Grid Research lnstitute CO., LTD. He received the Ph.D. Degree in Safety Science and Technology from Tsinghua University, Beijing, China in 2018. In 2022, Dr. Tang was selected for the Beijing Nova Program of Science and Technology and got Youth Science and Technology Award from the China Association of Public Safety. He has published more than 10 first-author high-quality articles and obtained 7 invention patents, and is now devoted to the research of production safety monitoring and disaster loss detection techniques.

Mr. Zeyu Liu is a R&D engineer, a department staff with the institute of Grid Digitalization Technology at State Grid Smart Grid Research Institute CO., LTD. He received the M.S. degree in The George Washington University, DC, America in 2020.Mr. Liu has authored one monograph, over 5 high-quality articles in prestigious peer-reviewed journals, 3 software copyrights and 6 industry standards within the power grid system. He has led or participated in several high-impact science and technology projects, and won one provincial awards. He also served as a secretary with the national energy administration (NEA/TC25, China) group. His current research interests include power grid emergency management, disaster intelligent perception, digital emergency plan and emergency command system development.

Dr. Yiran Yan is an engineer in the lnstitute of Grid Digitalization Technology, State Grid Smart Grid Research Institute Co., Ltd. He received the Ph.D. degree in University of Science and Technology Beijing in 2020. Dr. Yan has published 9 papers and 4 industry standards within the power grid system and won provincial awards once. He also worked in secretariat of Technical Committee for Standardization of Power Emergency Technology in the Energy Industry (NEA/TC 25). His current research field includes power grid emergency management, risk analysis, disaster intelligent perception and standardization.

Dr. Na Luo is a Research Expert with the Institute of Grid Digitalization Technology at State Grid Smart Grid Research Institute CO., LTD. She received the B.Eng. degree in Engineering Physics from Tsinghua University, Beijing, China, in 2013, and the Ph.D. degree in Safety Science and Technologyfrom Tsinghua University, Beijing, China, in 2018. She performed Postdoctoral research with Lawrence Berkeley National Laboratory (LBNL), Berkeley, U.S. from 2018 to 2020, and then performed as Senior Scientific Researcher in LBNL until 2022. Dr. Luo has authored three monograph, and over 30 high-quality articles in prestigious international journals and peer-reviewed conference proceedings. Her current research interests include power grid resiliency in multi-hazards, smart grid demand response modeling, as well as urban microclimate CFD modeling.
