From the grassroots efforts of literacy campaigns that have empowered millions to the ambitious vision of the National Education Policy (NEP) 2020, India has been on a continuous, albeit evolving, quest to democratize learning for all its citizens.

This book is an attempt to capture this complex and evolving narrative. It delves into the historical context, traces the policy shifts—most notably the transformative vision of NEP 2020 and its flagship initiative, ULLAS – Nav Bharat Saaksharta Karyakram—and meticulously examines the on-the-ground realities. We explore the profound challenges that persist: the stubborn remnants of illiteracy, the widening digital divide, socio-cultural barriers that disproportionately affect women and marginalized communities, and the economic pressures that often relegate education to a secondary priority for adults.

However, this is not merely a book about challenges; it is equally a testament to resilience, innovation, and the immense potential of collaborative action. We highlight the transformative power of technology, showcasing how digital learning platforms, AI, and even gamification are revolutionizing access and engagement in adult education. Crucially, the book illuminates the indispensable role of Non-Governmental Organizations (NGOs), often the unsung heroes who bridge critical gaps, innovate pedagogical approaches, and tirelessly work at the grassroots to ensure education reaches the unreached.
